The Town of Exeter operates under RSA 40:13, also known as the SB2, form of government.  The Town adopted SB2 in 1996.  Prior to 1996, Exeter operated under a "traditional" town meeting form of government.

Each year the town holds a deliberative session, the purpose of which is to debate and amend warrant articles prepared on a town warrant.  The amended warrant from deliberative session becomes the town ballot at the town election.  The legislative body's ability to amend articles is limited to amendments not impacting the subject matter of an article.  Budgetary amounts may be amended by the deliberative session.  The deliberative session is overseen by the town moderator, who is an elected official.  Many town officials are present at the deliberative session including the Select Board, Town Manager, Town Treasurer, and Town Clerk.

The second session of town meeting is also the town election, which is held the second Tuesday of each year.  At the town election, zoning amendments, bond issues, the town budget, the local and regional school budgets and bonds, and all town and school officers are voted upon.

The town deliberative session will be held on Saturday, February 2, 2019, at the Exeter High School Auditorium.  The session begins at 9:00 a.m..  In order to vote at the session, you must be a registered voter residing in Exeter.  Same day voter registration is available.

The 2019 town election will be held on Tuesday, March 12th, 2019 at the Talbot Gymnasium, 30 Linden Street.  All town and school articles, as well as town and school offices, are voted on at the town election.

The town warrant is issued under the hands of the Select Board. The Board holds a budget and bond hearing on the third Tuesday of January, to finalize all budget, bond and other warrant articles for the town warrant.  Any zoning articles added to the town warrant come from the planning board, who is charged by law with placing any zoning amendments on the town warrant.

 

Deliberative Session and Town Meeting
