Procedural Defect Special Town Meeting 2023

To the inhabitants of the Town of Exeter, in the County of Rockingham, in said State, qualified to vote on Town affairs.

First Session
You are hereby notified that the first session (the Deliberative Session) of the Special Town Meeting will be held on Friday, September 29th, 2023, beginning at 9:00 a.m. at the Exeter Town Offices, 10 Front Street. The first session will consist of explanation, discussion and debate of each of the following warrant articles, and will also afford voters who are present the opportunity to propose, debate and adopt amendments to warrant articles, except those articles in which wording is prescribed by state law.

Second Session
The second session of the Special Town Meeting, to vote on all warrant articles as they may have been amended at the first session, will be held on September 29th, 2023 at the Nowak Room at the Town Offices, 10 Front Street, Exeter. Polls for voting by official ballot will open at 9:30 a.m. and close at 10:30 a.m.

Article 1
To see if the Town will vote in accordance with RSA 31 :5-b, to cure and legalize procedural detects leading to the Special Town Meeting vote taken on August 15th 2023. The defects were created by a delay in the scheduling of the required budget hearing on the proposed article, delays in the required posting of notices required by RSA 31 :5 IV regarding the Select Board's vote to proceed with a petition to the Court and the scheduling of its hearing on the Town's Petition for the Special Town Meeting and any other procedural defects that may exist.
