2022 Budget
The 2022 Town Budget was adopted on March 8th, 2022 at the Annual Town Election as Articles 7, 8 and 9. The FY22 General Fund budget totals 20,387,002. At the same election voters approved the FY22 Water Fund budget of $4,249,390, and the FY22 Sewer Fund budget of $7,385,953. The total amount of the FY22 General, Water, and Sewer budgets is $32,022,345.
In addition to the budget, the Town approved several financial warrant articles with various funding sources.
Bond Articles
Town voters approved three bond articles - Webster Avenue Pump station replacement, $5,700,000; 10 Hampton Road property acquisition, $1,250,000; and Westside Drive Design/Engineering, $330,715. The Webster Avenue Pump Station cost will be offset by federal and state ARPA funds, and the Town secured a $100,000 grant to offset the cost of the Westside Drive project.
Financial Articles
Financial articles approved include Articles 10, 11 and 12 Collective Bargaining Agreements with the Exeter Police Association - $38,749; Exeter Fire Association Local 1394 - $54,408 and SEIU Local 1984 - $51,227.
Articles 13 and 14 were approved to replace Fire Department Engine 5 - $650,000, and Fire SCBA Equipment Replacement $385,547. These two articles will be long term lease/purchases of 10 and 7 years respectively, to spread the cost out over several years.
Article 15 was approved for an LCHIP capital maintenance project at Raynes Barn in the amount of $249,000. Partially funded by Town unassigned fund balance, and an LCHIP grant. The balance will come from the Town's Conservation Fund.
Article 16 approved body cameras for the Police Department. This is also a lease/purchase. Total amount is $204,139 or $42,846 over five years.
Article 17 approved $200,000 for sewer capacity rehabilitation. Funds to come from Sewer Funds.
Article 18 approved $100,000 to be added to the Parks Improvement Capital Reserve Fund. Funds to come from the Town's unassigned fund balance.
Article 19 approved $71,801 for a replacement "switch and go" hook truck for the Highway Department. Funds to come from the Town's unassigned fund balance.
Article 20 approved $59,481 to replace the Highway Department hotbox asphalt reclaimer.
Article 21 approved $50,000 for work on the Town's Intersection Improvement Program.
Article 23 approved $47,969 to replace Car 3 in the Fire Department. Funds to come from the Town's unassigned fund balance.
Article 24 approved $45,000 to conduct a Townwide Facilities Condition Assessment under the Facilities Advisory Committee.
Article 25 approved $44,750 for a Ford Explorer hybrid vehicle for the Public Works Department.
Article 26 approved $25,000 to conduct a Town wide bicycle and pedestrian plan.
Article 27 approved $100,000 for the Town's Sick Leave Expendable Trust Fund. Funds to come from unassigned fund balance.
Article 28 approved $50,000 to the Town's Non-Capital Reserve Snow and Ice Deficit Fund. Funds to come from unassigned fund balance.
Article 29 approved a transfer of $3,625 to the Swasey Parkway Trust Fund. The amount comes from unassigned fund balance and is the equivalent raised in Parkway fees from the prior year.
Article 30 approved the establishment of a Town Hall revolving fund with an initial appropriation of $5,000. It is the Town's intent to have fees that come into the Town for Town Hall events be placed in this fund.
