Exeter Bicycle & Pedestrian Master Plan

How can Exeter become an even better place for walking and bicycling? The Town of Exeter has contracted with Rockingham Planning Commission to gather input from residents - and others who work, shop or recreate in town – and develop a Bicycle & Pedestrian Master Plan with strategies to improve safety and connectivity for walking and bicycling in Exeter.

Strategies will span the “5Es”: Engineering, Education, Encouragement, Enforcement and Evaluation. Engineering to fill gaps in sidewalk and bicycle route networks and make street crossings safer is important to support people walking and bicycling. So are non-infrastructure strategies like Enforcement of speed limits, Education for kids and adults on safety, Encouragement to walk and bicycle through projects like Bike/Walk to Work Day and Safe Routes to School initiatives, and Evaluation of projects by collecting better data on walking and bicycling.

In the Fall of 2022, the RPC gathered input from Town staff and residents to identify existing and desires walking and bicycling routes, hazard areas and projects to address these. The project specific element of the plan will include a list of targeted improvements, a prioritized implementation schedule, and recommended modifications to the town Zoning Ordinance and Site Plan Review and Subdivision Regulations to require installation of these features during development.

Update: Report Published March 2025

 

At the March 31st, 2025 meeting of the Select Board, Town Planner Dave Sharples and the RPC's Scott Bogle presented the final report on the Bicycle & Pedestrian Master Plan. The full report is attached in the Supporting Documents section of this page.
