Westside Drive Drainage, Water, and Roadway Improvements

Separate sealed BIDS for the construction of: Westside Drive Drainage, Water, and Roadway Improvements will be received by the Town of Exeter at the Town Manager’s Office, Exeter Town Office, 10 Front Street until 2:00 P.M. (Local Time) on May 27, 2025 and then at said office publicly opened and read aloud at 7:00 P.M. (Local Time) on May 27, 2025 at the Exeter Town Office, 10 Front Street.

1. Completion time for the project will be calculated as calendar days from the date specified in the “Notice to Proceed” as follows:

Liquidated damages will be in the amount of $1,500, for each calendar day of delay from the date established for substantial completion, and $1,000 for each calendar day of delay from the date established for final completion.

1. Each General Bid shall be accompanied by a Bid Security in the amount of 5% of the Total Bid Price.
2. The successful Bidder must furnish 100% Performance and Payment Bonds and will be required to execute the Contract Agreement within 10 days following notification of the acceptance of their Bid.
3. Any contract or contracts awarded under this Advertisement for Bids are expected to be funded in whole or in part by a loan from the New Hampshire Clean Water State Revolving Fund and the New Hampshire Drinking Water State Revolving Fund.
4. The successful Bidder on this work is required to comply with the President's Executive Order No. 11246 entitled "Equal Employment Opportunity" as amended by Executive Order 11375, and amendments or supplements thereto, and as supplemented in Department of Labor Regulations (41 CFR Part 60). The requirements for bidders and contractors under this order are explained in the Information For Bidders.
5. Utilization of Minority and Women's Business Enterprises (MBEs and WBEs). The successful Bidder on this work must demonstrate compliance with the U.S. Environmental Protection Agency's MBE/WBE rule in order to be deemed a responsible bidder. The requirements for bidders and contractors covered by this rule are explained in the Information for Bidders.
6. The successful Bidder on this work is subject to U.S. Department of Labor's Davis Bacon wage provisions.
7. The successful bidder on this work is subject to the "American Iron and Steel (AIS)" requirements of the CWSRF and DWSRF programs.
8. No Bidder may withdraw a Bid within 60 days after the actual date of opening thereof.
9. There will be a non-mandatory pre-bid meeting for all prospective bidders held at the:

Electronic Copies of the Contract Documents (Plans, Specifications, and Addenda) may be obtained from Underwood Engineers, Inc., 25 Vaughan Mall, Portsmouth, New Hampshire 03801-4012 by sending a request to portsmouth@underwoodengineers.com or by calling 603-436-6192. Partial sets will not be distributed. Paper copies of all bidding documents will not be provided. Underwood Engineers will be maintaining a list of plan holders and Contractors must be on that list to be considered an eligible bidder.

Any addenda to this bid document will be provided by the issuing office to all the entities on the plan holder’s list by 5:00 P.M. on May 20, 2025.
